ENGINEERING and GORMAN FARM
COMMITTEE MEETING MINUTES

The Finance, Administration, Service, Engineering and Gorman Farm Committee met at 3:00 pm on May 5, 2015.  Present were Councilmembers Hartman, Finan and Schaefer.  Also in attendance during portions of the meeting were Mayor Apking, Cynthia Caracci, David Elmers, James Jeffers, Chris Patterson, Jim Bothe, Stiney Vonderhaar, and Tricia Watts

The Finance and Engineering reports were submitted in writing and are attached.

Finance

Cynthia Caracci presented the April Financial Reports.  The April earnings tax was $1,592,741.73.  That is $220,407.07 more than April, 2014.  Year to date earnings tax receipts through April, 2015 are $5,24,455.27.  That is $432,532.55 more than 2014 receipts through April.   The net surplus, excluding the Evendale Commons TIF, through April 2015 is $600,166.00.   Excluding the Evendale Commons TIF, the unencumbered balance is $16,269,221.92.  The cash balance including all funds is $21,609.251.43.  

Administration

1.      David Elmers advised that a survey for making all floors of the Cultural Arts Center Handicapped Accessible is completed.  Options for doing so are expected next month.

2.      A meeting for Council with IBI is scheduled for May 26, 2015 at 6:00 pm.

3.      Stiney Vonderhaar reported that the Historical Commission’s collection of artifacts is being sorted.  Jim Bothe reported that the new space for the Historical Commission in the Cultural Arts Building will be completed at the end of June..

4.      David Elmers informed the committee that the Electric Aggregation Program for Evendale is progressing.

5.      David reported also that the Millcreek project grant will not be finalized until June.

6.      David also related that the HIRT committee recommended renewal of the existing health insurance contract with a 5% increase.  Next year, the Federal Healthcare Law requires that pricing be based on community pricing rather than employee cost.  There is an exception if Evendale joins a self-insured, joint purchasing group of other local governments.  The center for local government operates a group that is self-insured.  The committee unanimously recommended that Evendale pursue joining the self-insurance group.

7.      The mayor is recommending that a new property maintenance code be adopted.    David is preparing a memorandum concerning it to send to council.

Service/Engineering

The Engineers report is attached.  James Jeffers noted the following concerning both ongoing and 2015 projects:

1.      James assured the committee that the new picnic shelter will be completed before Memorial Day.

2.     The demolition work on the three recently purchased properties will begin in May, after the Fire Department completes training in them.  Once started, each will take a day to be demolished.

3.      The Cooper Creek wall project has not yet started.  The steel had to be special ordered and is not yet delivered.  James is keeping Wayne Mosely apprised of the issue.

4.      Duke is completing installation of new streetlights.  The lights are being aimed to focus on the streets during evening hours.

5.      The 2015 Street project should begin by the end of May

The status of the remaining projects is in the written report from the engineer.  

Jim Bothe reported that the new dump truck chassis is completed and will shortly be delivered to Bucyrus Ohio where the plow and dump body will be installed. Additionally, the Service Department pulled 70 tires out of the creek that runs between the Tri Health Evendale Hospital and Inwood Drive.

Gorman Farm

Chris Patterson and Tricia Watts represented the following concerning the Gorman Farm:

1.      The Savor the Season event was well attended.  The results are not completely tabulated.

2.      The next Farm events are Row by Row on September 6th, the 5K run September 19th, and the Sun Flower Festival is October 3rd and 4th.
3.      The Mini horses have been delivered to the Farm.

4.      The Bio-Char kiln is still being cured.

5.      The Farm is has proposals to repair the north east corner of the Alfalfa Barn which is failing.  One quote of $11,300 has been received. Another of $9,500 has also been received.  These are being evaluated.

6.      The Farm is going to begin selecting the location of the new equipment storage building.  Several sites have been discussed, but none have yet been selected.

7.      The Mayor will arrange for the removal of the dead trees identified on the Farm property along Trammel Lane.
8.      The method for disposal of unneeded equipment was discussed.  The items identified will be put on the county auction site.  Cynthia will put the funds received into a line item for the funds received in the Gorman Farm Fund.  The items being sold are: a rotary hoe, a small wagon, a sickle bar, an oil storage tank and pump, two contractor carts, a tractor blade, a hay rake, two metal gates, and a hay processor.  The Farm reports that the items are no longer needed.

May 2015 Council Update- Engineering

1. Cooper Creek Drainage - The material has been ordered for the project. Due to the additional
work and the topography of the height of the bank vs the parking lot, longer steel beams were
required that were not in stock. These are currently being manufactured and we expect
shipment of the steel by the end of the month. I have spoken to Wayne Mosley at Central Tool
and will continue to keep him apprised of the anticipated start of construction.

2. Residential Lighting Project - Duke Energy is nearing completion of this project. All lights have
been installed off Cooper, Carpenters Creek and Park Hills. In addition they are working in the
last section with Kingsport and Brinton Trail being complete, but the side streets remain. They
anticipate completion of the project within 3 weeks.

3. Outdoor Picnic Shelter - The contractor has returned to work on this project. The sanitary was
completed today and the water service is being installed. The final pours of concrete will be
completed by the end of next week and the landscaper will being work to finish the project prior
to the Memorial Day weekend that rentals will commence.

4. Thru the Valley/I-75 Landscape RFQ - Dave will have an update for the committee at the
meeting tomorrow.

5. Small scale repairs - Jim Bothe is working with Trammel Bros for some misc paving work to be
performed around the Village Drive.

6. 2015 Street Improvements/Right Hand Turn - We anticipate the appraisal for the corner lot at
Plainfield and Glendale Milford by the end of the week. We will work with StoneMor once this
is received to determine the amount of land needed for the turn lane. We anticipate having the
preconstruction meeting this week and begin the work on the other streets until this is resolved.

7. Demolition of 3046 Inwood (Blasdale), 9746 Reading (Root) and 1500 Glendale Milford
(Fiebelmann) - The asbestos surveys have been completed and some material in both the Root
residence and Fiebelmann residence. The fire department anticipates completion of the
training by mid May and demo will be coordinated to commence as soon as the training is
completed.

8. Thru the Valley Phase III review - We are completing the review this week and will be forwarding
the questions and issues to ODOT. At the request of GE, Dave and I will attend a meeting with
ODOT and GE to discuss the access in/out of GE during construction. There are a number of
questions based upon the phasing of the construction by ODOT that could create some traffic
difficulty on Glendale Milford from Evendale Drive to the interstate.

9. Island/Municipal Landscaping - The contractor has begun the spring annual plantings and will
continue this work over the next several weeks.
